Description
In Finland the tax authority is often referred to as the "tax bear" (verokarhu in Finnish, skattebjörn in Swedish), because of their perceived ferocity and greed. Every December people receive a tax refund from the state, so that we can immediately use the money for Christmas shopping. The cartoon shows how nice it feels to get some money back from the state, but as soon as Christmas is over they start taking your money again.
